The turtle's tank is probably to cold for it so its going into hibernation. You HAVE to get a heater for your water to keep it warm enough so the body doesn't slow down and go into hibernation.What causes a indoor pet painted turtle to stop eating and sleep a lot at night? A turtle not eating could mean lots of things.
Have your provided everything it needs?
Is the food your giving it right? (try offering different foods)
Lots of turtles hide when there scared so if you pick them up he may hide.
If by doesnt move you mean its lethargic looking,
take it to a vet!. You may want to just take it to a vet anyway
because they may have the best possible information to help you out!

its probably dead
sometimes they hibernate during winter
